Flexibility is the byword in our District according to our DGE Nabil...and where did he hear that? As he told us on Saturday at the District Training Assembly, from our leaders at RI. And we are experiencing this here in Chicago as we review the proposed enactments for the third day.

This morning we approved, many with amendments, 10 proposed enactments; this afternoon we approved 8.

Our first this morning dealt with arranging online meetings or online connections for members who otherwise would be considered absent from that week’s meeting.  These meetings would be considered a makeup.
An inclusive, updated addition to Attendance was passed which now will consider an absence excused after the birth, adoption or foster care of a child.

The ‘Rule of 85’ now will state that the person being considered for this exemption has to have been a member of one or more clubs for at least 20 years before being granted this exemption.  It seems there are many clubs around the world where 75+ years of age is becoming a time when retired professionals are considering joining the Rotary Club and then, in just a few years are being exempt...and then leaving Rotary because they aren’t engaged in the club anymore.  This will create full participation in the club and, by doing so, clubs will not be losing their older members.

There was much discussion today to changing the RI as well as the Club Constitution regarding qualification for membership.  The approved changes make it more inclusive and simpler to understand:

“A Club shall be composed of adult persons who demonstrate good character, integrity and leadership; possess good reputation within their business, profession and/or community; and are willing to serve in their community and/or around the world.”

With the other enactments we dealt with it was easy to see that this Council is looking at simplification.  When amendments were made, this was a focus of consideration.

An interesting change today will clearly define the job of the RI President while another addressed continuity at the RI level to match what we have at the Club and District levels.  A third made a slight change to the process of calling for nominations for District Governor each year.

During our afternoon break, I was speaking with a gentleman from RI British Isles when Past RI Presidents Cliff Dochterman and Frank Devlyn came over and joined us.  Such a down-to-earth conversation and interaction.  Two wise counselors with much to give to our organization and our members.  I fully enjoyed this 20 minutes with them all and am looking forward to tomorrow!
